If the Emulator is showing as an 'unknown USB device', you should be able to reinstall the driver by directing the Windows Device Manager to the driver files, located at (in either 4.5 or 5.0) "...\Setup\Emu_Drivers". Note that the driver in 4.5 does not support the ICE-100B. There should be no problems using the HPUSB-ICE with the driver from 5.0 and running VisualDSP++ 4.5 - I certainly do this frequently when supporting customers on older versions of the tools.
For VisualDSP++ 5.0, have you installed the latest update - Update 10.1?

What operating system are you using? e.g. Windows XP SP3
If your account does not have full admin rights (by which I mean unrestricted Registry access) you may see problems when switching between VisualDSP++ versions. Performing the 'touch' as an admin account will re-associated the necessary DLLs. This is particularly a problem under Windows 7, which has security measures to limit access to the registry (even for admins).
If you can provide details of the errors you are having with VisualDSP++ 5.0, we can advise further and get you up and running there.
Just to clarify - Windows is showing the HPUSB-ICE as an unknown device, yet VisualDSP++ 5.0 is able to connect to this target? That is very unusual, as it shouldn't be able to recognise a device that isn't actually installed correctly.
